When Jean ran for City Council in 2001, she focused on five neighborhood concerns reflecting what she heard from walking door-to-door and from more than twelve years representing District 4 as a school board member. Working closely with neighborhood groups and organizations throughout District 4, this is what Jean, the District 4 staff, and neighbors throughout the district have accomplished in our first three years.

aHelped Truancy Task Force improve attendance by 2%, equal to $7 million increased funds

aFormed network to help Sexually Exploited Minors

aObtained improvements for Joaquin Miller playground, Dimond & Brookdale parks.

aContinued to work with schools on many traffic safety and beautification projects

aLaunched a series of Free Concerts at Woodminster Theater

aLed efforts to save the Alice Child Care Center

aLed successful 2004 Measure E School Campaign to save small classes, music, teacher support & other programs

aLed successful Measure Q Library Campaign, saved branches from closing including Melrose, expanded hours and days of service

a Helped keep Tilden-Swett School open and opposed school closures and adult education cuts

aCo-chaired the international exhibit Dragon Skies  at Chabot Space Science Center and raised funds to bring 1000 low income students

8Continue work to make our city a Family Friendly City for all generations of Oaklanders

8Help Public Schools transition to self-government and continue to advocate for city support of public schools

8Start a Senior Shuttle and Council in the Dimond area

8Take on Juvenile Diabetes education issues as part of trail and pedestrian/bike improvement

8Work against the cuts in Headstart and for the Universal Preschool Initiative

8Expand after school programs

8 Expand free concerts at Woodminster

8Continue fund raising for improved library facilities, including a new Laurel Library and Dimond Branch expansion

8Continue to support Truancy efforts

8Support continuation of Adult Education  in Oakland

8Continue to support joint school-community efforts: traffic safety, mentoring, clean-ups, gardens

8Continue to expand after-school programs, including more opportunities for girls and young women

8Work towards universal preschool, find funding or a permanent home for the Alice Street preschool program

8"Adopt" Allendale and Horace Mann Elementary Schools

8Help implement Measure Y violence prevention programs for youth, programs for domestic violence, abused children, and sexually exploited minors

a Helped lead opposition to and stopped an Urban Casino in Oakland

aCo-authored and co-chaired Measure Y Violence Prevention & Safety effort

aWorked on the update of the City’s Disaster Preparedness Plan

aWorked with neighbors to close the Hillcrest Hotel in the Dimond, resulting in a 25% drop in neighborhood crime

aCo-authored the Public Nuisance Ordinance to coordinate efforts to improve or close problem properties throughout District 4 and the Medical Marijuana Dispensary Ordinance.

aDeveloped stringent conditions for Club Nayarit, M& W Liquors, and dozens of other “hot”/”drug” spots

aWorked with Assemblyperson Chan to pass legislation to strengthen safety rules, reduce noise and require permits for drivers of motorized scooters.

aHelped organize dozens of Neighborhood Alert groups

aCoordinated efforts against Domestic Violence and sponored Citywide Forums; conducted 2nd Domestic Violence Report & Forum

aHelped reorganize Citywide Community Policing Conference

aHelped form Montclair Safety & Improvement Council,  attend and do bilingual and door-to-door outreach for all Neighborhood Crime Prevention Councils  

aLed successful formation of Wildfire Prevention District

aSponsored CORE trainings for earthquake & disaster preparation

aAuthored ordinance requiring conditional use permits for expansion of secondary units on narrow streets

a Supported improvements for Oakmore stairs, Walk to School Signs and traffic safety throughout the district

Our Goals for 2006-2007

8As member of the Public Safety Committee, work on Measure Y implementation and oversight

8Continue to support expansion of citywide participation in community policing including the annual conference

8Work with neighborhoods to target more nuisance properties and drug hotspots

8Work with liquor stores to improve quality and licensing procedures and end related illegal activities

8Continue to work with federal and state officials to oppose a casino in Oakland

8Continue to organize interagency efforts to coordinate and expand Domestic Violence services and intervention, continue education efforts at neighborhood level

8Continue to organize coordinated interagency efforts to stop the sexual exploitation of minors/ teen prostitution

8Continue to support Neighborhood Councils and increase organizing work on block level

8Work with Wildfire Prevention District on developing and implementing strategic plan/vegetation plan, including the new herbicide amendment

Oakland Fire crews help prepare Dimond neighbors for Fire & Earthquake Disasters

8Sponsor district wide CORE (Citizens of Oakland Responding to Emergencies) programs

8Conduct a citywide Hayward Fault Earthquake exercise

8 Participate in the 100th Anniversary of the SF Earthquake educational activities

8Study and sponsor Building Code changes for increased fire & earthquake safety

8Continue work on the Utility Undergrounding Projects  in District 4.

8Work on neighborhood solutions to improve dangerous traffic issues: parking on narrow streets for emergency access/egress, speeding, side shows

a Supported over 100 clean-up efforts for Earth Day, Creek-to-Bay Day, daffodil plantings for schools & neighborhoods

a Established the Joaquin Miller Park Planning Process & Task Force

a Established Shepherd Canyon  Task Force, moved sign & trail projects forward

a Obtained funds for Creek restoration projects- Shepherd Canyon, Courtland, Beaconsfield, Sausal/Dimond Park, & Butters/Peralta Creek

aHelped obtain funding for the Hwy 13 Median vegetation restoration

a Initiated new contract with Waste Management that expands weekly green & recycling waste pick-up citywide

a Helped establish Zero Waste goals for waste reduction and recycling

a Supported neighborhood efforts to create Brett Park, Marj Saunders Park, the Joaquin Miller Park Tot Lot and new trails in Shepherd Canyon Park

a Led City efforts to purchase Castle Canyon and Butters Creek open spaces; achieved a down zoning for the fragile Butters Creek Canyon area

8Advocate for increased funding for streets, sewers, storm drains and other city infrastructure in face of federal, state & city cuts

8Lead Citizen-City joint efforts as part of finding long term solutions to improve maintenance for our expanding parks and open spaces; sponsor a LLAD (Landscape, Lighting District)update

8Continue to seek pocket parks in areas that lack open space, including the Laurel

8Organize Watershed Councils on Sausal Creek to improve water quality and recreation opportunities, begin work on a Ridge to Bay Creek Trail.

8Monitor implementation of the new recycled waste program and progress

8Establish planning groups for Brookdale & Maxwell Parks

8Work on the Park Blvd pedestrian/ bike path along Dimond Canyon

8Monitor and work on planning towards Zero Waste; increase education programs and options for recycling

8Sponsor an ordinance on compostable fast food containers

8Monitor CalTrans Sound Wall proposals & ensure community input

8Develop a registry of Heritage Trees; establish a California Oak exhibit at Dimond Park

a Initiated retail survey for the Dimond Retail area and support for new streetscape grants

aSponsored Community Conference on the Future of MacArthur Blvd and "Smart Growth":  mixed development of new housing, retail, & transportation for Oakland's future attended by 250 residents

a Regularly attend all merchant association meetings

a Worked with dozens of Dimond & Laurel merchants on new facades & relocations

a Supported efforts and obtained funding to build senior housing at the former Hillcrest Motel & Altenheim, and affordable owner occupied townhouse homes on Calaveras

a Helped retain $600,000/ year city funds for school-to-career high school internships

a Coordinated efforts to restore AC Transit bus cuts

a Sponsored the resolution to exempt small businesses of less than $2500 from city taxes starting 2006

8As Chair of the Finance Committee help develop a fair balanced budget that  puts money into basic services,   protects the special qualities of our diverse communities and beautiful environment, reduces waste, and lowers our long term debt

8Work on the land use study for Oakland preserving the balance between housing & industrial use

8Support comprehensive planning for city neighborhoods and downtown, including updating building and zoning codes

8Support balanced development of housing and improved retail city wide

8Pursue Citywide WiFi

8Follow up "Envisioning MacArthur" with 3 small working groups

8Work with the New Laurel Business Improvement District, starting work on a  Business Improvement District for the Dimond

8Continue to recruit new businesses to the Laurel, Dimond, Melrose, and High Street business areas, assist businesses to improve facades and lighting

8Continue to work for affordable housing city wide; develop and pass an  inclusionary housing policy

8Promote new senior housing at Lincoln Courts (former Hillcrest Motel), Calaveras, and the Altenheim

8Seek more opportunities for job training for schools and youth

8Continue to seek improved AC transit routes from neighborhoods to downtown Oakland

8Work on adopting new performance standards for City Departments

8Lead the Midterm Budget Process; develop stable city funding for our basic infrastructure

8Establish a technology audit advisory group for the city

8Expand city’s translation/bilingual access

8Raise funds for and mail out a District wide survey on the City budget and other issues

8Continue to grow the District 4 email newsletter list for improved community outreach, double subscriptions to 3000 households
